Main Purpose & Function

The Property Negotiator I performs moderately complex appraisal and negotiation work in the evaluation, acquisition, and disposition through negotiation of residential and commercial properties.

Specific Duties & Responsibilities

Responsibilities include: negotiating purchases, sales and leases with tenants and owners; working with tenants to complete rental agreements and annual rent reviews within the Guidelines of the Residential Tenancy Act; negotiating easements and license agreements; performing a variety of appraisal and research tasks relative to the purchase, sale or rental of properties; preparing detailed technical reports related to the appraisal and valuations for insurance purposes of specific types of property.

Qualifications

Certification as an Accredited Appraiser, Canadian Institute or Real Estate Institute of BC or equivalent accreditation required. Experience in property appraisal and negotiation work or an equivalent combination of training and experience required. Thorough knowledge of the principles, practices and procedures of evaluating unimproved residential and specified types of commercial property, as well as thorough knowledge of the Residential Tenancy Act. Must have working knowledge of current realty values, construction costs, market trends, and zoning and building by-laws along with considerable knowledge of the principles, practices and procedures of property acquisition through negotiation. Good problem solving and analytical skills; excellent communication skills to deal tactfully with property owners, tenants, realtors, civic staff, committees and the business community are required. Must be able to exercise sound independent judgement and handle a complex workload with changing priorities as well as advanced computer skills and knowledge of current business software, particularly the use of spreadsheet software and the ability to prepare and coordinate detailed and complex reports; SAP experience would be an asset. Valid BC Driver's License is required for local area travel. Transportation arrangements must meet the operational requirements of the department.
